A Foreign Affairs Council meeting, chaired by the EU High Representative for Foreign Affairs and Security Policy, Catherine Ashton, took place today (23.06.2014) in Luxembourg.

The Council took stock of developments in Ukraine, on which several conclusions were adopted. Ministers also exchanged views on Libya and discussed the latest developments in Syria and Iraq.

A press conference was held at the end of the meeting.

In the margins of the Council, an EU-Turkey Association Council took place, chaired, on behalf of the High Representative, by the Greek Deputy Prime Minister and Foreign Minister, Evangelos Venizelos. The Council was followed by a press conference.

Third European Union - League of Arab States Foreign Affairs Ministerial Meeting adopts Declaration

The Ministers of Foreign Affairs of the European Union (EU) and of the League of Arab States (LAS) gathered in Athens, on 10-11 June, for the Third Ministerial Meeting between the EU and LAS. The meeting was convened at the invitation of Catherine Ashton, High Representative of the European Union for Foreign Affairs and Security Policy/Vice-President of the European Commission, Dr Nabil Elaraby, Secretary General of the League of Arab States, and Salaheddine Mezouar, Minister of Foreign Affairs of the Kingdom of Morocco, and was hosted by Evangelos Venizelos, Deputy Prime Minister and Minister of Foreign Affairs of Greece.

On the occasion of the meeting, the ministers adopted a declaration expressing their determination to address together common political, economic, and security challenges with a view of sharing a better future for all; welcoming Euro-Arab co-operation as a means to provide an integrated regional response to strategic challenges, to ensure capacity building within the LAS institutional set-up and to further develop technical exchanges.

The Foreign Affairs Council (Development), chaired by the EU High Representative for Foreign Affairs and Security Policy, Catherine Ashton, took place in Brussels, today (19.05.2014). The Council exchanged views on the preparation of a new post-2015 framework, while Ministers took stock of the ongoing work at UN level and discussed the EU's role in the process.

The Council was also briefed by the Commission on the implementation of the Agenda for Change, the EU's development policy, as well as on the recently presented tool box for working towards a rights-based approach to EU development cooperation.

In addition, the Council held an exchange of views on the role of the private sector in development cooperation, in the wake of a new Commission communication, presented on 13 May.

During lunch, ministers discussed the situation in the Central African Republic and in South Sudan and also confirmed that EU is to resume development cooperation with Madagascar.

The crisis in Ukraine was high on the agenda of the Foreign Affairs Council (FAC), starting at 9.30 (CET) on Monday 12 May in Brussels, chaired by EU High Representative for Foreign Affairs and Security Policy, Catherine Ashton. Ministers took stock of ongoing work and adopted conclusions.

The Council turned to the state of play in the Middle East peace process, while, over lunch, there was an exchange of views on the EU's neighbourhood policy with countries in both eastern and southern Europe.

A press conference took place at end of the meeting.

A Foreign Affairs Council meeting on Trade issues took place in Brussels today (8.5.2014), chaired by Greek Deputy Minister of Development and Competitiveness, Notis Mitarachi. The agenda focused on progress in negotiations with the EU’s key trading partners, notably, Canada, Japan and the US. The Greek Presidency has set as one of its key priorities the promotion of growth and jobs and these agreements, once concluded, are expected to contribute significantly to this goal.

On Canada, the Council was briefed by the Commission on the progress in the finalization of the comprehensive economic and trade agreement (CETA). The Council took note of the information provided by the Commission, and the comments made by delegations, regarding the progress achieved on the main technical issues still pending concerning the text of the agreement. The Council expects to receive the complete finalized texts of the agreement as soon as the technical discussions are concluded, in time to scrutinize them before its initialing.

On Japan, the Council took note of the Commission's oral report on the fulfillment of Japan's commitments on elimination of NTBs and opening up of government procurement as well as of the progress made in the EU-Japan FTA negotiations. In view of the absence of the assessment of the Commission, the Council only held an initial exchange of views. Discussions will be taken forward as soon as we have the assessment by the Commission within the Trade Policy Committee, with a view to its prompt conclusion.

On the Doha Development Agenda, the Council had an exchange of views, on the basis of a note from the Commission, on the EU's "post-Bali" agenda following the WTO ministerial conference held at the end of 2013.

The Council adopted conclusions on a multilateral "green goods initiative", welcoming the announcement made by 14 WTO members, in Davos on 24 January 2014, on achieving global free trade in environmental goods and calling for a rapid start of negotiations as the first step in a process towards a multilateral outcome. The Council also adopted negotiating directives on environmental goods in order to guide the Commission in its negotiations.

Over lunch, the Council had the opportunity to have an exchange of views on progress in the TTIP negotiations with the US, on the basis of an update provided by Commissioner for Trade, Karel de Gucht.

The Council also took stock of progress in negotiations on economic partnership agreements, focusing on those closest to finalization, i.e. with West Africa, the East African Community and the South African Development Community.

The Council also took note of issues relating to the extension of trade preferences to Croatia by third countries that have free trade agreements with the EU and supported the Commission in moving swiftly forward in this framework.

The Meeting of the Foreign Affairs Council concerning Trade is taking place in Brussels on May 8^th, chaired by the Greek Deputy Minister of Development and Competitiveness, Notis Mitarachi.

The Council will take note of progress on the remaining technical issues to be resolved on a comprehensive economic and trade agreement with Canada.

It will discuss implementation by Japan of commitments on the elimination of non-tariff barriers in the context of negotiations on a free trade agreement.

The Council will also discuss the Doha Development Agenda following the WTO ministerial conference in Bali. It is expected to adopt conclusions and negotiating directives on the multilateral "green goods initiative" for the liberalisation of trade in environmental goods.

Over lunch, ministers will take stock of progress made in negotiations on a transatlantic trade and investment agreement with the United States.

The Council will start at 10.00. A presidency press conference will be held at the end of the Council.

Deputy Prime Minister and Foreign Minister Evangelos Venizelos made the following statement on behalf of the Hellenic Presidency of the Council of the European Union:

“The points agreed on in Geneva are an important first step toward de-escalating the situation and shaping the conditions for overcoming the crisis in Ukraine.

What is important now is the conscientious implementation of everything agreed upon, so that a climate of trust and a sense of security can be restored on all levels.”

EU Defence ministers discuss Maritime Security Policy, Central African Republic & Ukraine

Defence ministers will meet today (15 April 2014) from 9.30 (CET) onwards, first as the European Defence Agency Steering Board, chaired by the High Representative as Head of the Agency.

The Council will convene from 10.30 (CET) and hear presentations on the proposed EU Maritime Security Strategy and the launch of the EU military operation in the Central African Republic.

The Council will then debate the implications of the crisis in Ukraine on security and defence policy, in the presence of NATO Secretary General Anders Fogh Rasmussen. This discussion will continue over lunch.

The EU Foreign Affairs Council starts Monday 14 April at 12.30 (CET) and will be chaired by Catherine Ashton, EU High Representative for Foreign Affairs and Security Policy.

The Council will assess developments in Ukraine, as well as EU-Russia relations, while over lunch, ministers will discuss developments related to the crisis in Syria and hold an in-depth exchange on Bosnia and Herzegovina. The Council is set to adopt conclusions on these three items. The Middle East peace process and the recent elections in Afghanistan are also on the Council’s agenda.

The EU-Tunisia Association Council will start at 18.15, chaired by Dimitris Kourkoulas, Greek Deputy Minister for Foreign Affairs (TV/photo opportunity).

At 18.00, a protocol to the EU-Tunisia Association Agreement will be signed.
