Gender mainstreaming had been identified as one of the <a href="http://online-casino-greece.com/news/press-releases/greek-presidency-priorities-gender-equality-presented-ep-femm-committee" target="_blank">main priorities of the Greek Presidency</a> in the field of gender equality, as set by the competent  Secretariat General for Gender Equality at the beginning of the Greek semester and the accomplishment could be considered a best practice to be followed by future Presidencies.</p> <p><strong><em>What is gender mainstreaming?</em></strong></p> <p>According to a Council of Europe definition (1998), “<em>Gender mainstreaming is the (re)organisation, improvement, development and evaluation of policy processes, so that a <strong>gender equality perspective is incorporated in all policies</strong>, at all levels and at all stages, by the actors normally involved in policymaking.</em>”</p> <p>In the EU, gender mainstreaming is used to <strong>integrate gender concerns into all policies and programmes</strong> of the European Union institutions and Member States, without however abandoning positive actions for women.</p> <p><strong><em>Greek presidency promotes gender mainstreaming</em></strong></p> <p>For the first time, the Greek Presidency, during its semester, managed to introduce the principle of gender mainstreaming in different ministerial Councils (apart from the usual EPSCO Council). In particular, the Education, Youth, Culture and Sport (EYCS) Council meeting of 20-21 May 2014 adopted for the first time “<a href="http://online-casino-greece.com/sites/default/files/Conclusions%20on%20gender%20equality%20in%20sport.pdf" target="_blank">Conclusions on gender equality in sport</a>”.</p> <p>Also for the first time, the Justice and Home Affairs (JHA) Council meeting of 5-6 June, adopted conclusions on preventing and combating all forms of violence against women and girls, including female genital mutilation.</p> <p>The conclusions were drafted following the publication of an <a href="http://online-casino-greece.com/news/features/eu-wide-survey-calls-concrete-action-end-violence-against-women" target="_blank">EU-wide survey</a> carried out by the <a href="http://fra.europa.eu/en" target="_blank">European Union Agency for Fundamental Rights</a> (FRA) recommending actions to tackle violence against women. The survey entitled “<a href="http://fra.europa.eu/en/publication/2014/vaw-survey-main-results" target="_blank">Violence against women across the EU: Abuse at home, work, in public and online</a>”, had been presented at a conference co-hosted by the Greek Presidency on 5 March 2014, in Brussels.</p> <p>In addition, the Employment, Social Policy, Health and Consumer Affairs (EPSCO) Council of 19-20 June <a href="http://online-casino-greece.com/sites/default/files/council%20conclusions%20on%20women%20and%20the%20economy.pdf" target="_blank">adopted conclusions</a> on “Women and the economy: Economic independence from the perspective of part time work and self-employment”. The conclusions were prepared by the Greek Presidency on the basis of a European <a href="http://eige.europa.eu/" target="_blank">Institute of Gender Equality</a> (EIGE) report which analyses, from a gender equality perspective, women and men’s participation in the labour force in the EU-28, by examining part-time work and self-employment, areas where women are over- and under-represented, respectively. On the basis of the analysis, the report proposes additional indicators for the monitoring of the implementation of the Beijing Platform for Action (BPfA) Area F and its strategic objective F1 in the EU-28.  </p> <ul style="list-style-type:circle;"><li><em>EIGE is a European agency which supports the EU and its Member States in their efforts to promote gender equality, to fight discrimination based on sex and to raise awareness about gender equality issues. </em></li> <li><em>FRA is </em><em>one of the EU’s decentralised agencies, set up to provide expert advice to the institutions of the EU and the Member States on a range of issues. After copying this file to your theme's folder and customizing it, remove this HTML comment. --> <div class="field field-name-body field-type-text-with-summary field-label-hidden"> <div class="field-items"> <div class="field-item even" property="content:encoded"><p>The Council of Health Ministers, chaired by Greek Health Minister Makis Voridis, took place in Luxembourg today, 20 June 2014.</p> <p>Minister Voridis stated that “central to the discussions were Regulations proposals for medical devices and in vitro diagnostic medical devices, which aim at creating a framework for producing and positioning in the market medical devices, re-establishing trust among consumers/users and economic stakeholders, simultaneously securing a high level of health protection.”<br />He further underlined that “the improvement of medical technology may also contribute to creating new jobs, cost reduction and strengthening of healthcare efficiency.”</p> <p>The discussion, which took place on the basis of the progress report and the Presidency’s questions, demonstrated the willingness of member states to further strengthen the monitoring of the use of products following their introduction on the market with the capacity to intervene and undertake structural and preventive measures, but also in the evaluation of notified bodies’ confirmation and in the prospects of cooperation strengthening on an EU level.</p> <p>The results of the discussions will significantly contribute to further developing the works, in order to make feasible an agreement at the Council’s preparatory working groups in autumn.</p> <p>Council Conclusions were later adopted:</p> <p>- With regard to the economic crisis and its effects on health and healthcare systems. Although inequalities had been declining, new challenges such as the current economic crisis and a demographic changes [ageing population] put a strain on Europe’s social foundations, posing a considerable threat to the social fabric.</p> <p><em><strong>When 1+1 equals 0</strong></em></p> <p>Social protection systems are designed to provide protection against the risks and needs associated with: <em>unemployment, parental responsibilities, sickness and healthcare, invalidity, old age, housing, pensions and exclusion</em>. All the above sectors are nowadays severely tested, with the risk of undermining the European society’s wellbeing. In particular:</p> <ul><li>Unemployment rates remain historically high, at 11% on average (2013), and 23.4% among the young. <em>[</em><em>10% of Europeans live in households where no one has a job]</em></li> <li>the share of people at risk of poverty has risen to 25%</li> <li>20% of the workforce still has a serious lack of skills [literacy/numeracy]. One out of four adults cannot make use of ICT.</li> <li>Huge differences between national welfare systems <em>[the best reduced the risk of poverty by 35%, the least effective by less than 15%] </em></li> <li>Member States have increased the overall tax burden &amp; social contributions.</li> <li>12 million more women than men are living in poverty and one out of three childern are at risk of social exclusion.</li> <li>Specific populations such as the Roma are especially challenged</li> </ul><p><em><strong>The EU’s safety net</strong></em></p> <p>Looking out for the future, the European Union has set out the <strong><a href="http://ec.europa.eu/europe2020/europe-2020-in-a-nutshell/targets/index_en.htm" target="_blank"><em>Europe 2020</em> Strategy</a></strong>. Social inclusion is one of the five main objectives of this policy framework, to be reached by 2020. In particular, the European perspective places strong emphasis on <strong>social inclusion through job creation</strong> and eventual economic prosperity.</p> <p>EU targets for inclusive growth include:</p> <ul><li>75% of the 20-64 year-olds to be employed</li> <li>40% of people in their thirties completing 3<sup>rd</sup> level education</li> <li>20 million fewer people in or at risk of poverty and social exclusion</li> </ul><p>An important tool is the <strong><a href="http://ec.europa.eu/social/main.jsp?catId=961&amp;langId=en" target="_blank" title="European platform against poverty">European platform against poverty</a></strong>, ensuring social and territorial cohesion. After copying this file to your theme's folder and customizing it, remove this HTML comment. --> <div class="field field-name-body field-type-text-with-summary field-label-hidden"> <div class="field-items"> <div class="field-item even" property="content:encoded"><p>The last session of the Employment and Social Policy (EPSCO) Council under the Hellenic Presidency, chaired by the Minister of Labour, Social Security and Welfare, Ioannis Vroutsis, took place today (19.06.2014), in Luxembourg, and focused on European Semester related issues and the social dimension of the EU/EMU.</p> <p>During the morning session, the Council held a policy debate on the European Semester 2014, which constitutes its contribution to the June European Council in the field of employment and social policy. In this framework, Ministers approved the employment and social policy related aspects of the Council Country Specific Recommendations (CSRs) – signalling the successful completion of the 2014 European Semester.</p> <p>The discussion reflected that further progress has still to be made to ensure that active labour market policies become more efficient, female participation increases, labour mismatches are addressed and labour law supports more and better jobs.</p> <p>As regards pensions, the discussion has showed that linking the statutory retirement age to life expectancy is only one of the possible options for improving the sustainability of the pension systems. Where relevant, it is important to close the gap between the statutory and effective retirement age.</p> <p>The Council took note of the progress report on the proposal for a Decision on establishing a European Platform to enhance cooperation in the prevention and deterrence of undeclared work. Minister Vroutsis highlighted that given the remarkable progress that has been achieved during the Hellenic Presidency it would be in the interest of all Member States to reach an agreement as soon as possible under the Italian Presidency.</p> <p>Over lunch, Ministers discussed "Managing stress and psychosocial risks at work" - one of the main topics of the recently adopted Commission Communication on the "Health and Safety Framework". The debate was enriched by Ms Christa Sedlatschek’s intervention, director of EU Agency for Safety and Health at Work.</p> <p>During the afternoon session, ministers had the opportunity to exchange views on the social dimension of the EU/EMU on the basis of the Social Protection Committee contributions.</p> <p>Mr Vroutsis said that the strengthening of the social dimension should be reflected in specific policy initiatives, immediate actions with tangible results to citizens' everyday lives, so that it is not a policy theory, but a concrete policy framework.</p> <p>The Council also took note of three progress reports: on a proposal for a Regulation regarding the EURES, a proposal for a directive on implementing the principle of equal treatment between persons irrespective of religion or belief, disability, age or sexual orientation and on a proposal for a directive on improving the gender balance among non executive directors of companies listed on stock exchanges.</p> <p>Moreover, the Council adopted Council conclusions on “Women and the economy: Economic independence from the perspective of part time work and self employment”.</p> <p>Finally, the incoming Italian Presidency presented its work programme and priorities for the second semester of 2014. </p> <p>While closing the session, Minister Vroutsis, thanked the European institutions and Member States for their excellent cooperation and their support to the success of the Hellenic Presidency in progressing and finalising important files for the European integration, adding that ‘We succeeded in developing those policies and tools that help us respond to the concerns, needs, and expectations of European citizens. To the needs for decent living conditions, for quality jobs for all and lifetime development opportunities for all of us’.</p> <p>In addition, Minister Vroutsis said that the European Union could be understood as a chain with rings and the strength of this chain depends on the weakest link. Two decades later, young people realise that when it comes to job hunting, it takes a lot more than subscribing to a publication, no matter how prestigious and informative that is.</p><p><strong><em>Flipping discs instead of burgers</em></strong></p><p>Here is a paradox: at a time when Europe faces massive unemployment, technology companies face a critical shortfall of&nbsp;talented ICT experts. This contradictory picture reveals a mismatch between the skills on offer and those in demand in today&#39;s fast developing technology market. As a result Europe might face a shortage of up to 900,000 ICT professionals by 2020, risking its potential for growth and digital competitiveness.</p><p><strong><em>Back to school?</em></strong></p><p>In a constantly evolving environment, as the one of the ICT sector, it is difficult to provide definitions. By and large, e-skills are divided into three categories:</p><ol><li>ICT user skills required by individuals in order to apply systems and use devices.</li><li>ICT practitioner skills required for researching, developing, designing, managing, and supporting.</li><li>E-business skills needed to exploit opportunities provided by ICT, notably the Internet, in order to increase performance or do business.</li></ol><p><strong><em>Grand Coalition for Digital Jobs</em></strong></p><p>In March 2013, the European Commission began taking decisive steps towards bridging the gap between the skills people have and the skills the labour market needs.&nbsp;It launched the <a href="http://ec.europa.eu/digital-agenda/en/grand-coalition-digital-jobs-0">Grand coalition for digital jobs</a>, which attempts to attract young people into ICT education.</p><p>It did so because statistics prove that Europe&#39;s skills gap is a determining factor in unemployment and because surveys have forecasted that by 2025, 44% of employed people in the EU will be in a highly-skilled job, while only 11% of jobs are expected to be low-skilled.&nbsp;</p><p><strong><em>Tell us, how do you imagine yourself in 5 years from now?</em></strong></p><p>The European Commission has set out a roadmap for 2020. The target is to reverse the decline by 2015, so as to ensure a sufficient number of ICT practitioners by 2020. The coalition aims to mobilise companies, associations, employment agencies, the education and training sector as well as regional actors to make sure that recruitment barriers are lifted and that the message for constant training gets across.&nbsp;</p><p><strong><em>&lsquo;E-skills for jobs&rsquo; in Athens</em></strong></p><p>Throughout 2014, a special campaign under the Coalition&rsquo;s umbrella will be running in the EU, as well as Israel, Norway and Turkey. It is called <a href="http://www.eskills4jobs.gr/1008_2/e-Skills-for-Jobs-2014"><em>e-Skills for jobs</em></a> and it&rsquo;s coordinated by Digital Europe and the European Schoolnet, in conjunction with hundreds of national and pan-European partners.</p><p>Both 2014 EU Council presidencies will host events raising awareness on the matter. The contribution of these issues to the goal of economic recovery with more jobs and quality jobs and stronger social cohesion is crucial.</p> <p>On 30 April, at the morning plenary session, the President of the Council, Minister of Labour, Social Security and Welfare of Greece, Ioannis Vroutsis, highlighted that Europe has entered a path to recovery. However, the goal is to lay strong foundations for enhancing the recovery, with special attention to those mostly hit by the crisis.</p> <p>Afterwards, the key findings from the meetings held on 29.04.2014 were presented. The first meeting with the Social Platform focused on the role of minimum income schemes in economic recovery. The issue of labour market reforms on the way to job rich recovery was discussed at the second meeting with the Social Partners.</p> <p>Two parallel workshops took place under the general title: “The Employment and Social Dimension of the Europe 2020 Strategy: Lessons Learnt and Future Orientations”.</p> <p>The Italian Minister of Labour and Welfare, Giuliano Poletti, chaired the first Workshop with the theme: “<em>Labour Market Reforms on the Way to Job Rich Recovery. Combatting the long-term unemployment and increasing the participation in the labour market. The role of wage setting systems and reforms on Employment Protection Legislation</em>”. The Greek Minister of Labour, Social Security and Welfare, Ioannis Vroutsis, chaired Workshop II, the theme of which is “<em>Economic recovery and social policies: the role of minimum income schemes</em>”.</p> <p><span style="line-height: 1.538em;">The afternoon plenary session, chaired by Mr. Vroutsis, focused on the issue of undeclared work. Ministers exchanged views and experiences on the topic: “Towards quality jobs: measures to prevent undeclared work”.</span></p> <p>Ministers for Employment and Social Policy of the European Union, participating at the meeting, welcomed the initiative of the Greek Presidency to include this issue in the agenda of the Informal EPSCO meeting. Combating undeclared work is one of the Priorities of the Greek Presidency in the field of employment and social policy. </p> <p>The Greek Minister underlined that the issues of quality jobs and tackling undeclared work are crucial, for achieving both sustainable recovery and the main objectives of Europe 2020 strategy. He added that facing up to the challenge of undeclared work demands both preventive and repressive actions. </p> <p>During the closing session, the President made the following remarks:</p> <p><em>Minimum Income Schemes should be designed in a way to provide adequate protection, broad coverage and be characterised by administrative simplicity. Furthermore, schemes should be accompanied by proper activation and training measures as well as the provision of services. While these systems provide for a social shield, we cannot forget that they should operate temporarily as a mechanism to tackle poverty and that the focus of all relevant policies remains the successful labour market integration. The aim is to prevent beneficiaries from being trapped by these schemes</em><em> and to help re integrate them</em><em> into the labour market.</em></p> <p><em>It is necessary to remain on the path of reforms so that labour market performances be improved. These reforms must balance the need for improvement in the labour market functioning and quality of work. After copying this file to your theme's folder and customizing it, remove this HTML comment. --> <div class="field field-name-body field-type-text-with-summary field-label-hidden"> <div class="field-items"> <div class="field-item even" property="content:encoded"><p>Τhe effects of economic crisis on health and the safeguarding of health systems&rsquo; resilience, migration and its effects on healthcare, and eHealth, with an emphasis on e-Prescription and m-Health, were the focus of discussions at a two-day Informal Meeting of EU Health Ministers, chaired by Greek Health Minister Spyridon-Adonis Georgiadis, which concluded yesterday in Athens.</p><p>In his opening remarks, the Minister stressed, among other, that &ldquo;as Europeans respecting human rights, we should aim at finding the way to provide health services for all citizens in the best possible way, even during the present economic crisis, which we are determined to overcome. We should always remember that the EU is the best place to live in today&rdquo;.</p><p>With regard to the effects of the economic crisis on healthcare, there was wide consensus on ensuring access for all to healthcare and on further systemic improvements. It was pointed out that a new reality has been introduced by the economic environment and we should, therefore, adapt health systems accordingly. The core of this new reality consists in enhancing cooperation, exchanging best practices and information among member states in order to secure health systems&rsquo; resilience, in a number of fields including (a) the cost and pricing of pharmaceutical products, (b) the basket of basic healthcare services mainly covering most vulnerable groups, (c) investing in prevention and healthcare cost reduction, and (d) health systems performance assessment. Finally, &ldquo;the deeper involvement of Health Ministers, as well as health in the framework of the European Semester, were also issues of discussion&rdquo;, added Minister Georgiadis.</p><p>In relation to &ldquo;Migration and Public Health&rdquo;, Ministers agreed on (a) promotion of access to healthcare for all migrants; (b) the development of guidelines and methodology for the control of communicative diseases; (c) the need for special health services for particularly vulnerable migrant groups, such as pregnant women and small children; (d) the creation of a Special Working Group in the framework of the Health Security Committee to effectively address issues at hand; (e) enhanced member state cooperation for the exchange of best practices and mutual support, and (f) better information diffusion and exploitation of structural funds&rsquo; resources, including the new Fund for Asylum, Migration and Integration.</p><p>With regard to eHealth, Minister Georgiadis highlighted the interest of all Ministers, emphasizing that &ldquo;eHealth solutions contribute to cost containment and better healthcare provision&rdquo;.</p><p>EU Health Commissioner Tonio Borg stressed, regarding health reform in Greece, that &ldquo;not any health system is sustainable unless reformed&rdquo;, further adding that &ldquo;the introduction of ePrescription has created one of the most advanced systems in Europe&rdquo;. The Commissioner underlined, regarding migrants, &ldquo;let us not treat them as a disease, but treat the diseases of migrants&rdquo;, noting, in particular, the potential of the new Asylum, Migration and Integration Fund. <title>Greek Presidency excels in gender equality issues</title>

Gender mainstreaming had been identified as one of the <a href="http://online-casino-greece.com/news/press-releases/greek-presidency-priorities-gender-equality-presented-ep-femm-committee" target="_blank">main priorities of the Greek Presidency</a> in the field of gender equality, as set by the competent  Secretariat General for Gender Equality at the beginning of the Greek semester and the accomplishment could be considered a best practice to be followed by future Presidencies.</p> <p><strong><em>What is gender mainstreaming?</em></strong></p> <p>According to a Council of Europe definition (1998), “<em>Gender mainstreaming is the (re)organisation, improvement, development and evaluation of policy processes, so that a <strong>gender equality perspective is incorporated in all policies</strong>, at all levels and at all stages, by the actors normally involved in policymaking.</em>”</p> <p>In the EU, gender mainstreaming is used to <strong>integrate gender concerns into all policies and programmes</strong> of the European Union institutions and Member States, without however abandoning positive actions for women.</p> <p><strong><em>Greek presidency promotes gender mainstreaming</em></strong></p> <p>For the first time, the Greek Presidency, during its semester, managed to introduce the principle of gender mainstreaming in different ministerial Councils (apart from the usual EPSCO Council). In particular, the Education, Youth, Culture and Sport (EYCS) Council meeting of 20-21 May 2014 adopted for the first time “<a href="http://online-casino-greece.com/sites/default/files/Conclusions%20on%20gender%20equality%20in%20sport.pdf" target="_blank">Conclusions on gender equality in sport</a>”.</p> <p>Also for the first time, the Justice and Home Affairs (JHA) Council meeting of 5-6 June, adopted conclusions on preventing and combating all forms of violence against women and girls, including female genital mutilation.</p> <p>The conclusions were drafted following the publication of an <a href="http://online-casino-greece.com/news/features/eu-wide-survey-calls-concrete-action-end-violence-against-women" target="_blank">EU-wide survey</a> carried out by the <a href="http://fra.europa.eu/en" target="_blank">European Union Agency for Fundamental Rights</a> (FRA) recommending actions to tackle violence against women. The survey entitled “<a href="http://fra.europa.eu/en/publication/2014/vaw-survey-main-results" target="_blank">Violence against women across the EU: Abuse at home, work, in public and online</a>”, had been presented at a conference co-hosted by the Greek Presidency on 5 March 2014, in Brussels.</p> <p>In addition, the Employment, Social Policy, Health and Consumer Affairs (EPSCO) Council of 19-20 June <a href="http://online-casino-greece.com/sites/default/files/council%20conclusions%20on%20women%20and%20the%20economy.pdf" target="_blank">adopted conclusions</a> on “Women and the economy: Economic independence from the perspective of part time work and self-employment”. The conclusions were prepared by the Greek Presidency on the basis of a European <a href="http://eige.europa.eu/" target="_blank">Institute of Gender Equality</a> (EIGE) report which analyses, from a gender equality perspective, women and men’s participation in the labour force in the EU-28, by examining part-time work and self-employment, areas where women are over- and under-represented, respectively. On the basis of the analysis, the report proposes additional indicators for the monitoring of the implementation of the Beijing Platform for Action (BPfA) Area F and its strategic objective F1 in the EU-28.  </p> <ul style="list-style-type:circle;"><li><em>EIGE is a European agency which supports the EU and its Member States in their efforts to promote gender equality, to fight discrimination based on sex and to raise awareness about gender equality issues. </em></li> <li><em>FRA is </em><em>one of the EU’s decentralised agencies, set up to provide expert advice to the institutions of the EU and the Member States on a range of issues. After copying this file to your theme's folder and customizing it, remove this HTML comment. --> <div class="field field-name-body field-type-text-with-summary field-label-hidden"> <div class="field-items"> <div class="field-item even" property="content:encoded"><p>The Council of Health Ministers, chaired by Greek Health Minister Makis Voridis, took place in Luxembourg today, 20 June 2014.</p> <p>Minister Voridis stated that “central to the discussions were Regulations proposals for medical devices and in vitro diagnostic medical devices, which aim at creating a framework for producing and positioning in the market medical devices, re-establishing trust among consumers/users and economic stakeholders, simultaneously securing a high level of health protection.”<br />He further underlined that “the improvement of medical technology may also contribute to creating new jobs, cost reduction and strengthening of healthcare efficiency.”</p> <p>The discussion, which took place on the basis of the progress report and the Presidency’s questions, demonstrated the willingness of member states to further strengthen the monitoring of the use of products following their introduction on the market with the capacity to intervene and undertake structural and preventive measures, but also in the evaluation of notified bodies’ confirmation and in the prospects of cooperation strengthening on an EU level.</p> <p>The results of the discussions will significantly contribute to further developing the works, in order to make feasible an agreement at the Council’s preparatory working groups in autumn.</p> <p>Council Conclusions were later adopted:</p> <p>- With regard to the economic crisis and its effects on health and healthcare systems. The conclusions recognise the importance of health reforms, in order to overcome the crisis and the value of cooperation and exchange of best practices between member states in fields of common interest with regard to a) healthcare cost, b) the provision of health services, c) pharmaceutical products, d) health systems’ delivery evaluation and e) investment in prevention. </p> <p>Conclusions trace sectors where further action should be taken, emphasizing on:<br />-The improvement of access to all in high quality health services<br />-The promotion of innovation and e-Health solutions<br />-The better use of structural funds and health systems’ delivery evaluation in health investment, and<br />-The attainment of co-understanding with regard to effective factors for efficient, accessible and enduring health systems.</p> <p>-With regard to nutrition and physical activity, taking into account the results of the recent Athens Conference of 25-26 February, member states and the Commission are urged to assume initiatives for the promotion of a healthy diet and physical activity as efficient preventive measures during the lifecycle to confront obesity and chronic diseases, with an emphasis on the most vulnerable groups, such as children and the elderly. </p> <p>Among other, the Commission and member states are urged to promote healthy diet, such as the Mediterranean diet, and nutritional guidelines.</p> <p>The above constitute a solid basis for, on the one hand, promoting further initiatives on a prevention and health promotion level and, on the other, aiming at ensuring access to all in high quality health services.</p> <p>The Greek Presidency - recognizing that health constitutes a value in itself and a prerequisite for economic development and social cohesion, which was put to test during the past years, particularly in member states where the results of the economic crisis were more immediate - worked for the realisation of set targets on a legislative and non-legislative level “seeking to ensure a high level of health protection to the Union’s citizens, with particular emphasis on the most vulnerable groups of the population.”</p> <p>Following the Council’s conclusions, a signing ceremony of the Joint Procurement Agreement for medical countermeasures took place, an agreement that aims at securing equal access in and better prices of pandemic vaccines and pharmaceuticals to confront serious cross-border health threats.  </p> <p>Read more <a href="http://www.consilium.europa.eu/homepage/highlights/council-discusses-medical-devices?lang=en" target="_blank">here</a>.</p> </div> </div> </div> <div class="field field-name-field-tags field-type-taxonomy-term-reference field-label-hidden clearfix"><ul class="terms"><li class="term Employment, Social Policy, Health and Consumer Affairs Council (EPSCO)"><a href="/news/employment-social-policy-health-and-consumer-affairs-council-epsco" typeof="skos:Concept" property="rdfs:label skos:prefLabel" datatype="">Employment, Social Policy, Health and Consumer Affairs Council (EPSCO)</a></li></ul></div><!-- THIS FILE IS NOT USED AND IS HERE AS A STARTING POINT FOR CUSTOMIZATION ONLY. <title>‘...And Justice for All?’ Fixing Social Inequalities in the EU</title>

Although inequalities had been declining, new challenges such as the current economic crisis and a demographic changes [ageing population] put a strain on Europe’s social foundations, posing a considerable threat to the social fabric.</p> <p><em><strong>When 1+1 equals 0</strong></em></p> <p>Social protection systems are designed to provide protection against the risks and needs associated with: <em>unemployment, parental responsibilities, sickness and healthcare, invalidity, old age, housing, pensions and exclusion</em>. All the above sectors are nowadays severely tested, with the risk of undermining the European society’s wellbeing. In particular:</p> <ul><li>Unemployment rates remain historically high, at 11% on average (2013), and 23.4% among the young. <em>[</em><em>10% of Europeans live in households where no one has a job]</em></li> <li>the share of people at risk of poverty has risen to 25%</li> <li>20% of the workforce still has a serious lack of skills [literacy/numeracy]. One out of four adults cannot make use of ICT.</li> <li>Huge differences between national welfare systems <em>[the best reduced the risk of poverty by 35%, the least effective by less than 15%] </em></li> <li>Member States have increased the overall tax burden &amp; social contributions.</li> <li>12 million more women than men are living in poverty and one out of three childern are at risk of social exclusion.</li> <li>Specific populations such as the Roma are especially challenged</li> </ul><p><em><strong>The EU’s safety net</strong></em></p> <p>Looking out for the future, the European Union has set out the <strong><a href="http://ec.europa.eu/europe2020/europe-2020-in-a-nutshell/targets/index_en.htm" target="_blank"><em>Europe 2020</em> Strategy</a></strong>. Social inclusion is one of the five main objectives of this policy framework, to be reached by 2020. In particular, the European perspective places strong emphasis on <strong>social inclusion through job creation</strong> and eventual economic prosperity.</p> <p>EU targets for inclusive growth include:</p> <ul><li>75% of the 20-64 year-olds to be employed</li> <li>40% of people in their thirties completing 3<sup>rd</sup> level education</li> <li>20 million fewer people in or at risk of poverty and social exclusion</li> </ul><p>An important tool is the <strong><a href="http://ec.europa.eu/social/main.jsp?catId=961&amp;langId=en" target="_blank" title="European platform against poverty">European platform against poverty</a></strong>, ensuring social and territorial cohesion. It aims at:</p> <ul><li>Delivering actions such as minimum income support, housing and access to basic banking accounts.</li> <li>Financing social inclusion [20% of the European Social Fund to be earmarked for this].</li> <li>Identifying what does and does not work in social policy innovations</li> <li>Working in partnership with civil society.</li> <li>Enhanced policy coordination among EU countries.</li> </ul><p><em><strong>A Greek presidency initiative</strong></em></p> <p>A special conference titled <strong><a href="http://online-casino-greece.com/events/parallel-events/social-inequalities-europe" target="_blank"><em>Social Inequalities in Europe</em></a></strong>, scheduled for today, will present the results of research projects, which will hopefully point to specific policy directions (especially in the field of Research &amp; Innovation), addressing the root of the problem.  The event is co-organised by the Greek Ministry of Education, the European Commission [DG Research and Innovation] the Greek Centre for Social Research and the Panteion University of Political &amp; Social Studies.</p> </div> </div> </div> <div class="field field-name-field-tags field-type-taxonomy-term-reference field-label-hidden clearfix"><ul class="terms"><li class="term Employment, Social Policy, Health and Consumer Affairs Council (EPSCO)"><a href="/news/employment-social-policy-health-and-consumer-affairs-council-epsco" typeof="skos:Concept" property="rdfs:label skos:prefLabel" datatype="">Employment, Social Policy, Health and Consumer Affairs Council (EPSCO)</a></li></ul></div></description>

After copying this file to your theme's folder and customizing it, remove this HTML comment. --> <div class="field field-name-body field-type-text-with-summary field-label-hidden"> <div class="field-items"> <div class="field-item even" property="content:encoded"><p>The last session of the Employment and Social Policy (EPSCO) Council under the Hellenic Presidency, chaired by the Minister of Labour, Social Security and Welfare, Ioannis Vroutsis, took place today (19.06.2014), in Luxembourg, and focused on European Semester related issues and the social dimension of the EU/EMU.</p> <p>During the morning session, the Council held a policy debate on the European Semester 2014, which constitutes its contribution to the June European Council in the field of employment and social policy. In this framework, Ministers approved the employment and social policy related aspects of the Council Country Specific Recommendations (CSRs) – signalling the successful completion of the 2014 European Semester.</p> <p>The discussion reflected that further progress has still to be made to ensure that active labour market policies become more efficient, female participation increases, labour mismatches are addressed and labour law supports more and better jobs.</p> <p>As regards pensions, the discussion has showed that linking the statutory retirement age to life expectancy is only one of the possible options for improving the sustainability of the pension systems. Where relevant, it is important to close the gap between the statutory and effective retirement age.</p> <p>The Council took note of the progress report on the proposal for a Decision on establishing a European Platform to enhance cooperation in the prevention and deterrence of undeclared work. Minister Vroutsis highlighted that given the remarkable progress that has been achieved during the Hellenic Presidency it would be in the interest of all Member States to reach an agreement as soon as possible under the Italian Presidency.</p> <p>Over lunch, Ministers discussed "Managing stress and psychosocial risks at work" - one of the main topics of the recently adopted Commission Communication on the "Health and Safety Framework". The debate was enriched by Ms Christa Sedlatschek’s intervention, director of EU Agency for Safety and Health at Work.</p> <p>During the afternoon session, ministers had the opportunity to exchange views on the social dimension of the EU/EMU on the basis of the Social Protection Committee contributions.</p> <p>Mr Vroutsis said that the strengthening of the social dimension should be reflected in specific policy initiatives, immediate actions with tangible results to citizens' everyday lives, so that it is not a policy theory, but a concrete policy framework.</p> <p>The Council also took note of three progress reports: on a proposal for a Regulation regarding the EURES, a proposal for a directive on implementing the principle of equal treatment between persons irrespective of religion or belief, disability, age or sexual orientation and on a proposal for a directive on improving the gender balance among non executive directors of companies listed on stock exchanges.</p> <p>Moreover, the Council adopted Council conclusions on “Women and the economy: Economic independence from the perspective of part time work and self employment”.</p> <p>Finally, the incoming Italian Presidency presented its work programme and priorities for the second semester of 2014. </p> <p>While closing the session, Minister Vroutsis, thanked the European institutions and Member States for their excellent cooperation and their support to the success of the Hellenic Presidency in progressing and finalising important files for the European integration, adding that ‘We succeeded in developing those policies and tools that help us respond to the concerns, needs, and expectations of European citizens. To the needs for decent living conditions, for quality jobs for all and lifetime development opportunities for all of us’.</p> <p>In addition, Minister Vroutsis said that the European Union could be understood as a chain with rings and the strength of this chain depends on the weakest link. The Ministers will take note of the progress achieved during the Greek Presidency, followed by a policy debate. The minister of Labour, Social Security and Welfare, Mr. Ioannis Vroutsis will chair the Council meeting.</span></p> <p><span style="line-height: 1.538em;">During the morning session, the Council will hold a policy debate on the European Semester 2014, as regards its contribution to the June European Council in the field of employment and social policy.</span></p> <p><span style="line-height: 1.538em;">The EPSCO Council is expected to approve the employment and social policy aspects of the draft Council recommendations to each member state. The policy debate will be based on contributions from the Employment Committee (EMCO) and the Social Protection Committee (SPC). Moreover, a presidency note outlining the context for the debate has been prepared to provide guidance.</span></p> <p><span style="line-height: 1.538em;">The proposal for a decision on establishing a European platform in order to enhance cooperation in the prevention and deterrence of undeclared work is also on the agenda, while ministers will take note of the progress report on a proposal for a regulation regarding the EURES.</span></p> <p><span style="line-height: 1.538em;">Over lunch, ministers will discuss “Managing stress and psychosocial risks at work” - one of the main topics of the recently adopted Commission Communication on the "Health and Safety Framework". Two decades later, young people realise that when it comes to job hunting, it takes a lot more than subscribing to a publication, no matter how prestigious and informative that is.</p><p><strong><em>Flipping discs instead of burgers</em></strong></p><p>Here is a paradox: at a time when Europe faces massive unemployment, technology companies face a critical shortfall of&nbsp;talented ICT experts. This contradictory picture reveals a mismatch between the skills on offer and those in demand in today&#39;s fast developing technology market. As a result Europe might face a shortage of up to 900,000 ICT professionals by 2020, risking its potential for growth and digital competitiveness.</p><p><strong><em>Back to school?</em></strong></p><p>In a constantly evolving environment, as the one of the ICT sector, it is difficult to provide definitions. By and large, e-skills are divided into three categories:</p><ol><li>ICT user skills required by individuals in order to apply systems and use devices.</li><li>ICT practitioner skills required for researching, developing, designing, managing, and supporting.</li><li>E-business skills needed to exploit opportunities provided by ICT, notably the Internet, in order to increase performance or do business.</li></ol><p><strong><em>Grand Coalition for Digital Jobs</em></strong></p><p>In March 2013, the European Commission began taking decisive steps towards bridging the gap between the skills people have and the skills the labour market needs.&nbsp;It launched the <a href="http://ec.europa.eu/digital-agenda/en/grand-coalition-digital-jobs-0">Grand coalition for digital jobs</a>, which attempts to attract young people into ICT education.</p><p>It did so because statistics prove that Europe&#39;s skills gap is a determining factor in unemployment and because surveys have forecasted that by 2025, 44% of employed people in the EU will be in a highly-skilled job, while only 11% of jobs are expected to be low-skilled.&nbsp;</p><p><strong><em>Tell us, how do you imagine yourself in 5 years from now?</em></strong></p><p>The European Commission has set out a roadmap for 2020. The target is to reverse the decline by 2015, so as to ensure a sufficient number of ICT practitioners by 2020. The coalition aims to mobilise companies, associations, employment agencies, the education and training sector as well as regional actors to make sure that recruitment barriers are lifted and that the message for constant training gets across.&nbsp;</p><p><strong><em>&lsquo;E-skills for jobs&rsquo; in Athens</em></strong></p><p>Throughout 2014, a special campaign under the Coalition&rsquo;s umbrella will be running in the EU, as well as Israel, Norway and Turkey. It is called <a href="http://www.eskills4jobs.gr/1008_2/e-Skills-for-Jobs-2014"><em>e-Skills for jobs</em></a> and it&rsquo;s coordinated by Digital Europe and the European Schoolnet, in conjunction with hundreds of national and pan-European partners.</p><p>Both 2014 EU Council presidencies will host events raising awareness on the matter. <title>Job rich recovery and undeclared work, the focus of the Employment Ministers Meeting in Athens</title>

The contribution of these issues to the goal of economic recovery with more jobs and quality jobs and stronger social cohesion is crucial.</p> <p>On 30 April, at the morning plenary session, the President of the Council, Minister of Labour, Social Security and Welfare of Greece, Ioannis Vroutsis, highlighted that Europe has entered a path to recovery. However, the goal is to lay strong foundations for enhancing the recovery, with special attention to those mostly hit by the crisis.</p> <p>Afterwards, the key findings from the meetings held on 29.04.2014 were presented. The first meeting with the Social Platform focused on the role of minimum income schemes in economic recovery. The issue of labour market reforms on the way to job rich recovery was discussed at the second meeting with the Social Partners.</p> <p>Two parallel workshops took place under the general title: “The Employment and Social Dimension of the Europe 2020 Strategy: Lessons Learnt and Future Orientations”.</p> <p>The Italian Minister of Labour and Welfare, Giuliano Poletti, chaired the first Workshop with the theme: “<em>Labour Market Reforms on the Way to Job Rich Recovery. Combatting the long-term unemployment and increasing the participation in the labour market. The role of wage setting systems and reforms on Employment Protection Legislation</em>”. The Greek Minister of Labour, Social Security and Welfare, Ioannis Vroutsis, chaired Workshop II, the theme of which is “<em>Economic recovery and social policies: the role of minimum income schemes</em>”.</p> <p><span style="line-height: 1.538em;">The afternoon plenary session, chaired by Mr. Vroutsis, focused on the issue of undeclared work. Ministers exchanged views and experiences on the topic: “Towards quality jobs: measures to prevent undeclared work”.</span></p> <p>Ministers for Employment and Social Policy of the European Union, participating at the meeting, welcomed the initiative of the Greek Presidency to include this issue in the agenda of the Informal EPSCO meeting. Combating undeclared work is one of the Priorities of the Greek Presidency in the field of employment and social policy. </p> <p>The Greek Minister underlined that the issues of quality jobs and tackling undeclared work are crucial, for achieving both sustainable recovery and the main objectives of Europe 2020 strategy. He added that facing up to the challenge of undeclared work demands both preventive and repressive actions. </p> <p>During the closing session, the President made the following remarks:</p> <p><em>Minimum Income Schemes should be designed in a way to provide adequate protection, broad coverage and be characterised by administrative simplicity. Furthermore, schemes should be accompanied by proper activation and training measures as well as the provision of services. While these systems provide for a social shield, we cannot forget that they should operate temporarily as a mechanism to tackle poverty and that the focus of all relevant policies remains the successful labour market integration. The aim is to prevent beneficiaries from being trapped by these schemes</em><em> and to help re integrate them</em><em> into the labour market.</em></p> <p><em>It is necessary to remain on the path of reforms so that labour market performances be improved. These reforms must balance the need for improvement in the labour market functioning and quality of work. After copying this file to your theme's folder and customizing it, remove this HTML comment. --> <div class="field field-name-body field-type-text-with-summary field-label-hidden"> <div class="field-items"> <div class="field-item even" property="content:encoded"><p>Τhe effects of economic crisis on health and the safeguarding of health systems&rsquo; resilience, migration and its effects on healthcare, and eHealth, with an emphasis on e-Prescription and m-Health, were the focus of discussions at a two-day Informal Meeting of EU Health Ministers, chaired by Greek Health Minister Spyridon-Adonis Georgiadis, which concluded yesterday in Athens.</p><p>In his opening remarks, the Minister stressed, among other, that &ldquo;as Europeans respecting human rights, we should aim at finding the way to provide health services for all citizens in the best possible way, even during the present economic crisis, which we are determined to overcome. We should always remember that the EU is the best place to live in today&rdquo;.</p><p>With regard to the effects of the economic crisis on healthcare, there was wide consensus on ensuring access for all to healthcare and on further systemic improvements. It was pointed out that a new reality has been introduced by the economic environment and we should, therefore, adapt health systems accordingly. The core of this new reality consists in enhancing cooperation, exchanging best practices and information among member states in order to secure health systems&rsquo; resilience, in a number of fields including (a) the cost and pricing of pharmaceutical products, (b) the basket of basic healthcare services mainly covering most vulnerable groups, (c) investing in prevention and healthcare cost reduction, and (d) health systems performance assessment. Finally, &ldquo;the deeper involvement of Health Ministers, as well as health in the framework of the European Semester, were also issues of discussion&rdquo;, added Minister Georgiadis.</p><p>In relation to &ldquo;Migration and Public Health&rdquo;, Ministers agreed on (a) promotion of access to healthcare for all migrants; (b) the development of guidelines and methodology for the control of communicative diseases; (c) the need for special health services for particularly vulnerable migrant groups, such as pregnant women and small children; (d) the creation of a Special Working Group in the framework of the Health Security Committee to effectively address issues at hand; (e) enhanced member state cooperation for the exchange of best practices and mutual support, and (f) better information diffusion and exploitation of structural funds&rsquo; resources, including the new Fund for Asylum, Migration and Integration.</p><p>With regard to eHealth, Minister Georgiadis highlighted the interest of all Ministers, emphasizing that &ldquo;eHealth solutions contribute to cost containment and better healthcare provision&rdquo;.</p><p>EU Health Commissioner Tonio Borg stressed, regarding health reform in Greece, that &ldquo;not any health system is sustainable unless reformed&rdquo;, further adding that &ldquo;the introduction of ePrescription has created one of the most advanced systems in Europe&rdquo;. The Commissioner underlined, regarding migrants, &ldquo;let us not treat them as a disease, but treat the diseases of migrants&rdquo;, noting, in particular, the potential of the new Asylum, Migration and Integration Fund.
